Guide overview
The latest official timetable, intended simultaneous transfer mechanism and closing checks buyers and sellers should make before funds move.
Türkiye’s Ministry of Trade is implementing a Secure Payment System for real-estate sales in which the purchase price and ownership are intended to be released together through an authorised electronic mechanism. The policy aims to reduce cash handling, non-payment, fraud, forgery and unrecorded transactions when all or part of the price is paid by cash, transfer or electronic funds.
The timetable has moved more than once. The original 1 July 2026 start was extended to 1 October. In an official statement dated 28 September 2026, the Ministry said a further regulation change would reset the mandatory start to 1 December 2026 while land-registry, bank and integration work is completed. The statement also anticipated a pilot after banking infrastructure becomes ready.
As of 16 October 2026, parties should treat 1 December as the Ministry’s announced schedule, not assume that every closing already uses the final mandatory system. Before completion, confirm the regulation actually in force, the participating bank or payment institution, how the transaction reference is created, when funds become irrevocable, what happens if the deed transfer fails, and how refunds and fees work.
The declared sale price, title details, parties and payment trail should match throughout the file. The secure-payment mechanism addresses transfer-of-funds risk; it does not replace title, zoning, occupancy, encumbrance, valuation, tax or structural due diligence.
