Guide overview
How the USD 400,000 threshold, updated valuation procedure, title-deed declaration, payment evidence and three-year restriction fit together in 2026.
Türkiye’s property route to exceptional citizenship currently requires at least USD 400,000 of qualifying real-estate acquisition and the required three-year no-sale undertaking or annotation. Meeting a marketing price or appraisal figure alone is not enough: the official deed or qualifying promise-to-sell price, the documented transfers or payments and the land-registry confirmation process must support the statutory amount.
The General Directorate of Land Registry and Cadastre (TKGM) announced updated procedures for valuation reports used in foreign acquisitions and certain related transactions on 29 September 2026. Current land-registry guidance routes valuation requests through Web Tapu/TADEBİS and uses the Real Estate Acquisition-Based Citizenship Amount Determination Certificate (TTB) to confirm the qualifying investment amount. Buyers should use the current TKGM workflow rather than ordering an informal appraisal directly and assuming it will be accepted.
Before payment, reconcile the title record, seller identity, independent-unit details, planning and occupancy documents, encumbrances, valuation assumptions, TTB status, bank receipts and any required foreign-currency purchase evidence. Timing, ownership structure, shared ownership, multiple properties and promise-to-sell arrangements can change the result. The current guide states that the deed or promise price and payment transfers must each meet the applicable threshold and be confirmed through the TTB process.
A valuation report is evidence for the administrative process; it is not a title guarantee, structural survey, confirmation of planning compliance or promise that citizenship will be approved. Independent legal and technical due diligence remains necessary, and the current land-registry procedure should be reconfirmed immediately before the transaction.
