Property Management in Istanbul for Overseas Owners: The 2026 Control Plan

Istanbul, Türkiye

PROJECT DETAILS

Guide overview

A practical system for leasing authority, rent and expense controls, maintenance, tax records, compliant marketing and owner reporting.

An overseas owner needs a control system, not only a local contact. The written management mandate should define leasing authority, rent and deposit handling, repair approval limits, emergency powers, contractor selection, key control, inspection frequency, insurance claims, building-management communication, tax records and the timing and format of owner reports. Any power of attorney should be no broader or longer than necessary.

For online marketing, Türkiye’s Electronic Listing Verification System (EİDS) verifies identity and authority. Ministry statements in 2026 say the obligation extends across electronic listings, including social-media channels; where a verified listing link is required, the shared images and description must match the verified property. Owners should confirm that the manager or broker is properly authorised before an advertisement goes live.

Rent collections and payments should be evidenced through banks or PTT with a clear property and rental-month description. The manager should reconcile rent, deposit movements, invoices, building dues, insurance, municipal liabilities and taxes in a monthly owner statement. Türkiye’s Revenue Administration publishes separate guidance for rental income and non-resident taxpayers, so the owner’s residence and tax status should be reviewed rather than assumed.

Short stays require a separate compliance path. Renting a home for 100 days or less for tourism purposes generally requires a Ministry of Culture and Tourism permit, and building-level consent or other conditions may apply. A robust remote-owner pack should also include dated inspection photos, maintenance logs, tenant balances, contractor invoices, approval records and periodic independent checks of the manager’s reporting.

  • Set written authority and repair-approval limits
  • Keep an auditable rent and expense trail
  • Separate ordinary leases from licensed short stays
