In March 2026, a government and UN-Habitat assessment reported extensive housing damage in Aleppo: 24,262 homes completely destroyed, 24,606 partially damaged, 24,857 moderately damaged and 105,408 lightly damaged. The assessment is intended to guide recovery and rebuilding priorities.
A separate 12-month UN-Habitat programme backed by Japan is designed to strengthen about 20 municipal units across Aleppo, Rural Damascus, Homs, Hama, Latakia, Idleb and Daraa, with an estimated 870,000 beneficiaries. It focuses on municipal readiness, planning, urban data and housing, land and property rights rather than the sale of private units.
Among announced investment plans, reporting has included a USD 2 billion proposal for 60 residential towers and 20,000 housing units outside Damascus. Announced value, memorandum status, construction start, permits, land rights, financing and delivery are not the same thing. Each project must be checked independently before being presented as available inventory.
